1. MURDER ADVOCACY. Mahmoud Abbas, head of the Palestine Liberation Organization and the Palestinian Authority, has enacted an unprecedented law which provides an automatic gratuity for anyone who murders a Jew. The award goes is for the killer and for his family – for life. That is the official PLO incentive to murder.
HOW TO FIGHT BACK
A. Give Abbas one week to cancel his “pay to slay” legislation. Ask all 74 nations which recognize the PLO to join the initiative.
B. Threaten the PLO: Failure to cancel its “pay to slay” legislation or risk blockage of all foreign aid and business transactions with the Palestinian Authority, which acts under the aegis of the Palestine Liberation Organization.
C. Having confirmed that Abbas does not have any immunity from the law in Israel, the time has come for the Israeli law enforcement system to prosecute Abbas as an accessory to murder. Since Abbas states publicly and repeatedly that he will continue to pay anyone who will murder a Jew, he can be charged with the crime of genocide – one of the only laws on the books in Israel which carries the death penalty. Unlike Eichmann, whose defense was that he only followed orders to murder Jews, Abbas gives the orders to murder Jews.
2. UNRWA’S BUDGET

Fully 54% of the UNRWA budget is earmarked for education, the time has come to mobilize citizens of UNRWA donor nations to remove PLO curricula from UNRWA schools. UNRWA donors would be asked to stop the usage of the diplomatic pouch to distribute curriculum based on terror.
3. ABBAS’ Ph.d THESIS
HOW TO FIGHT BACK
Mobilize families of concentration camp survivors to press nations that donate to the PLO to demand the removal of Abbas’s Phd from all PA schools.
4. NON-RATIFICATION OF OSLO
It is often overlooked that the PLO never ratified the Oslo Accords and never cancelled its PLO charter to liberate all of Palestine. Russia and the US witnessed the signing of the accord in good faith on the White House lawn.

The time has come to ask that legislative bodies of both the US and Russia demand that the PLO finally ratifies the Oslo Accords and cancels the PLO Charter. The US and Russia must be held accountable for making this demand.
5. PLO MEDIA
In the spirit of the Oslo Accords, Israel loaned the PLO its TV, radio and internet frequencies to create a communication system to promote peace. However, the PLO uses electronic communication at its disposal to preach war against the Jews. Since the COVID-19 crisis, the PLO use radio, TV and internet frequencies to promote the blood libel that Jews spread the virus to contaminate the Palestinian Arab population.

The time has come to demand that the Israel Ministry of Communications cut off the Israel-owned frequencies that are operated by the PLO. That can only be done when more people tune into the PBC, the Palestine Broadcasting Corporation, which broadcasts 24/7 on the internet. Access to the PBC was once nearly impossible. No more.
6. THE ‘REFUGEES’
UNRWA continues to run 59 refugee camps, funded by 67 nations, which indoctrinates 5.5 million descendants of refugees from the 1948 war that they have the right to exercise the “right of return” – by force of arms – to villages that they left in wake of the 1948 war.
HOW TO FIGHT BACK
Bring leading funders of UNRWA to adopt a policy initiative that would ask the parliament of each nation that funds UNRWA to condition funds to UNRWA on solid principles that conform with UN values:
- Cancel the new UNRWA curriculum which incorporates principles of Jihad, martyrdom and “right of return” by force of arms in UN schools which are supposed to promote the UNRWA slogan of “Peace Starts Here.” The path to peace begins in the classroom – but not in these classrooms, where Palestinian children are taught that they will occupy all the land from the Jordan River to the sea. “And what will become of the Jews?” In the newest schoolbooks, children declare that all the Jews currently living in the State of Israel “will be exterminated.”
- Cease paramilitary training in all UNRWA schools. UNRWA should demonstrate commitment to UN principles for “peace education”; the training of child soldiers is in flagrant violation of UN principles and international law.
- Insist that UNRWA dismiss employees affiliated with Hamas. In accordance with laws on the books in many Western nations, it is prohibited to provide aid to any agency that employs members of a terrorist organization.
- Fiscal Transparency– all donor funds that flow to UNRWA should be audited. Since the UN itself does not provide any funds, there is no internal audit taking place. This would address widespread documented reports of wasted resources, duplication of services and the undesired flow of cash to Gaza-based terror groups, which gained control over UNRWA operations in Gaza over the past 18 years.
- Introduce UNHCR (United Nations High Commissioner for Refugees) standards to UNRWA to advance the resettlement of Arab refugees, after 67 years. Current UNRWA policy is that refugee resettlement would interfere with the “right of return” to Arab villages that existed before 1948 and so no real attempt is made at resettlement. Furthermore, according to UNRWA, refugee status is inherited and therefore Palestinian refugees now number about five million. The UNHCR does not endorse inherited status, so all other refugees in the world are resettled with relative efficiency.
7. GERMAN FUNDING OF UNRWA
Following the US cancellation of funds to UNRWA because of UNRWA incitement, Germany increased its funds to UNRWA and became UNRWA’s lead funder, streamlining funds to UNRWA with no requirements whatsoever.
HOW TO FIGHT BACK
Create a FOUNDATION SEARCH COMMITTEE to seek foundations that would support the translation of UNRWA education into German, in order to present the evidence to the German Bundestag.
Germany knows that the Holocaust began in the classroom.
