An examination of the names of the fatalities in the IDF airstrikes during the first two days of Operation Guardian of the Walls reveals that most of them were terrorist operatives- E_080_21 (1)

Overview
The following is a preliminary summary of the findings of the examination of the names of
the Palestinians who were killed in IDF airstrikes in the Gaza Strip during the first two days
(May 10-12, 2021 at 12:00) of Operation Guardian of the Walls. The ITIC examined 74 names of fatalities reported by Palestinian sources. Sixteen of them were killed during an
unsuccessful launch of rockets at Israel. It is evident from the examination that of the
58 remaining fatalities, at least 42 (about two-thirds) were terrorist operatives, according to the following distribution: 31 Hamas operatives, 3 PIJ operatives, and 8 Fatah members.

As in previous operations and this time even more, entities in the Gaza Strip (the Health
Ministry and the terrorist organizations) hardly publicize the deaths of terrorist operatives.
This, with the exception of senior operatives and officials, in which case the organizations
they belong to published official death notices. The Hamas administration is trying to create
a false impression that the vast majority of those killed were uninvolved civilians. In its
announcements, the Health Ministry in the Gaza Strip emphasizes the number of women,
children and seniors killed and, unlike in the past, it does not publish detailed lists that
include the names of those killed. Many of the dead terrorist operatives are also presented
on social media and by Arab media outlets as “civilians” for the same reason.

According to the Al-Mezan Center for Human Rights, a pro-Hamas human rights
organization operating in Gaza, the first incident resulting in fatalities was on May 10, 2021, at around 18:10, when the home of the Atallah al-Masri family in Beit Hanoun was attacked.

Eight people were killed, including six children (Al-Mezan Center, May 11, 2021).1 It was
stated that this was a rocket hit at the home of the Atallah al-Masri family in Beit Hanoun.
It was not stated whether it was the IDF or the terrorist organizations that fired, but
since the IDF used missiles and not rockets, it can be concluded that they were fired by
terrorist organizations (Al-Mezan Center, May 11, 2021).2
Another Palestinian human rights organization, DCI-P, stated that at the time of the
incident, “armed organizations” (i.e., Palestinian terrorist organizations) were firing, but
Israeli UAVs were also observed in the area. The organization noted that it was still
investigating the incident and that it could not yet determine what caused the fatalities at
the home of the Al-Masri family (DCI-P, May 11, 2021).3 It should be noted that the IDF had not yet launched its operation when the incident occurred, which substantiates the assumption that this was a failed launch or fire by terrorist operatives in the Gaza Strip. The Arab media in Gaza treated the incident as an act of killing by Israel, described it as a “massacre,” and leveraged the incident for propaganda purposes against Israel, even though Palestinian organizations have stated that the cause of their death has not yet been determined.
According to the Al-Mezan Center, eight people were killed in the incident, including six
children (Al-Mezan Center, May 11, 2021).4

According to the Al-Mezan Center, two Palestinians were killed, Saber Ibrahim Mahmud Suleiman, 38, and Mohammad Saber Ibrahim Suleiman, 16. Saber Ibrahim Suleiman was a commander in Hamas’s military wing. Mohammad Saber Ibrahim Suleiman was his son (www.dci-palestine.org, May 11, 2021). 20

According to the Al-Mezan Center, on May 10, 2021, at around 22:15, three Palestinians were hit by a missile in the Al-Manara neighborhood in southern Khan Yunis. One of them died of his wounds several hours later. He was Salim Mohammad Salim al-Fara, 37, resident of Khan Yunis. The Al-Mezan Center described him as a civilian. However, an examination by the ITIC revealed that he was a Hamas operative. According to the website of the dead man’s family, he was killed in the Al-Manara neighborhood in Gaza “while carrying out his national duty,” i.e., while engaging in terrorist activity; he was described as a “Hamas operative” (the Al-Fara family website, May 11, 2021).23

That same day, at 11:25, the second floor was attacked in the Al-Jundi al-Majhool (the
Unknown Soldier) building in central Gaza City. According to the Al-Mezan Center, three

Mohammad Yahya Mohammad Abu al-Ata, deputy commander of the Gaza
Brigade and one of the heads of the special rocket squad. He is the brother of PIJ
senior commander Baha Abu al-Ata, who met his death in a targeted killing in 2019. He was supposed to replace his brother in his military post in the PIJ (Israel’s Channel 13

The IDF announced that it had killed Iyad Fathi Fayeq Sharir, the head of the Hamas
anti-tank units in the Gaza Strip (IDF Spokesman, according to Israel’s Channel 13 News,
May 11, 2021). The Palestinian Ma’an News Agency released a photo showing him in the
Hamas uniform (Ma’an News Agency, May 12, 2021). The Al-Mezan Center reported that he
was killed when two Israeli missiles hit a two-story building (it did not specify where). On May 12, 2021, Hamas issued a statement confirming the deaths of Gaza City Brigade
Commander Bassem Issa and a “group of his fellow commanders and jihad fighters”
without mentioning their names (Izz al-Din al-Qassam Brigades website, May 12, 2021). Later, as is evident from an online video of the funeral procession of the fatalities, in which the names of the dead were read out: “Commander” Sami Radwan, Hazem al-Khatib, Abu
