On May 29, 2011. The Israel Defense Forces (IDF) issued a report which implicated four members of the second battalion of the US/Canadian trained NSF, the Palestinian National Security Force, in the April 24 2011 killing of 24 year old Ben Yosef Livnat, a Jerusalem father of four small children, as he emerged from morning prayers at the Tomb of Joseph in Nablus.

The IDF report states that Palestinians shot indiscriminately into cars of the unarmed worshipers, even though they represented no threat to the Palestinians. In the report that the IDF released to the public, the attack was not described as a “terrorist attack”, even though the IDF formally designated Ben Yosef as a “terror victim”.

The IDF report concluded that the attack was not premeditated. The IDF report made no reference to the fact that the killers were part of an elite Palestinian sharpshooter unit that was trained by the U.S. and Canada. When asked by reporters, however, IDF sources confirmed that the killers of Ben Yosef were part of the Palestinian NSF unit, trained by the U.S. and Canada.

The ostensible reason for US/Canadian training of the Palestinian Security Services was the expectation that the Palestinian Authority would fight Hamas and other Palestinian organizations defined by the US and Canada as “foreign terrorist organizations” Israeli security experts warned as early as May, 1995 that the PA had no intention of engaging in any war with Hamas (1).

Our agency has engaged the services of an investigative team, in Israel & in the US, to verify if there are the existence of implicit or explicit commands of the Palestinian NSF to conduct acts of murder against Jews and whether their foreign advisers knew of such orders The investigation will probe the whereabouts of the killers of Livnat and the relationship of the PA judicial system to the killers.

The results will be presented to appropriate committees of the US Congress, the Israeli Knesset and the Canadian Parliament. Canada assists with the US training of the NSF.

Results of this investigation will also be shared with the Livnat family and with the media.
