Next time the Palestinian Authority asks for more international aid, it’s time for Western nations to ask the PA why it is that, Abbas al-Sayyeed, convicted of planning the 2002 Park Hotel massacre in Netanaya,, is on their payroll and receives NIS 12,000 ($3,000) per month ? He killed 30 civilians gathering for a Passover Seder and this money is his reward.
Even though PA President Mahmoud Abbas and PA Prime Minister Salam Fayyad claim to have financial woes, somehow they are able to find enough money to spends tens of millions of shekels each month paying salaries to Palestinian prisoners held in Israeli jails for acts of terrorism against Israel – including mass murderers-such as Al-Sayeed.
The PA may not have enough money to build hospitals and schools, but it seems there will always be enough to pay the salaries of Palestinian terrorists in Israeli jails.
And in 2011 Prime Minister Salam Fayyad tripled their monthly pay, as reported this week in the Times of Israel. http://www.timesofisrael.com/cash-strapped-pa-spends-4-5-million-per-month-compensating-security-detainees/ .
The PA also pays monthly stipends to the families of suicide bombers.
The PA-funded salaries are not only provided to members of Fatah, but to members of Hamas, (such as Abbas al-Sayeed) as well as Islamic Jihad. This benefit goes across the board.
In all, these payments account for some 6 percent of the PA’s overall budget, Israel’s Channel 2 news reported on Monday night, citing documentation signed by Fayyad.
The PA also makes payments to Israeli Arabs jailed for security offenses against Israel, according to Channel 2.
Channel 2’s report accords with to a report authored by Itamar Marcus and Nan Jacques Zilberdik of the Palestinian Media Watch released last summer, which stated “A law signed and published in the official Palestinian Authority Registry in April 2011 puts all Palestinians and Israeli Arabs imprisoned in Israel for terror crimes on the PA payroll to receive a monthly salary from the PA.”
The PMW report said this law “formalizes what has long been a PA practice.”
Quoting from Al-Hayat al- Jadida, an official daily newspaper of the Palestinian Authority, the PMW report said that more than 5,500 Palestinian prisoners receive these funds.
According to the Channel 2 report, as of May 2011, the PA spent NIS 18 million ($4.5 million) per month on compensating Palestinian terrorists in Israeli prisons and a further NIS 26 million ($6.5 million) on payments to families of suicide bombers.
The effect of Palestinian law is that a run of the mill Palestinian car thief in an Israeli prison will not receive a PA salary–but every terrorist in prison including murderers will be on the PA payroll.
Marcus’s report concluded that the average monthly salary for terrorist prisoners is more than the average monthly wage for a PA civil servant.
To make matters evens worse, prisoners’ salaries are increased based on how many years they have served. The longer the sentence, the higher the pay.
The result of this system is, as the Times of Israel has reported, that Abdullah Barghouti, a Hamas bomb maker who was sentenced in 2004 to 67 life terms for causing the killings of 67 Israelis, receives a monthly stipend of NIS 4,000 Israeli shekel! (over $1000 U.S. a month). And he’s going to get a raise in less than a year, when the number will rise to NIS 6,000 Israeli shekel ($1,500 U.S.).
Any Palestinian whose deeds have landed them over 30 years in Israeli prison, receives $3000 U.S. per month (NIS 12,000 shekel)
An amendment of the law in January 2011 enacted by Fayyad increased the salaries by up to 300%, Channel 2 reported.
The Palestinian Authority’s payments for terror also implicitly encourage Arabs with Israeli citizenship to carry out attacks against Jews. Jailed terrorists with citizenship are given an extra $125 a month. http://www.israelnationalnews.com/News/News.aspx/159589
As of 2003, Palestinian law required that security detainees sentenced to up to five years in prison would receive a monthly salary of NIS 1,000 ($250). An inmate serving a life sentence was to be paid NIS 4,000 ($1,000) per month.
A prisoner sentenced up to three years in prison now receives a base salary of NIS 1,400 Israeli shekel per month, and for 3-5 years that rate increases to NIS 2,000, the report said. A prisoner gets an extra NIS 300 bonus for having a wife, and NIS 50 Israeli shekel per child.
Prisoners who have sat more than 30 years in Israeli prison receive NIS 12,000 per month.
In short, under the Palestinian Authority, terror crime pays. And it pays well.
[This sort of reminds me of the game Monopoly -but an adapted game. Instead of passing go and getting $200, you go directly to jail and make much more than 200 dollars.]
IS INTERNATIONAL AID PAYING THE SALARIES OF TERRORISTS?
It would seem that any country, such as the U.S., that is giving direct budgetary assistance to the Palestinian Authority is in fact paying the salaries of jailed terrorists.
And guess who is laughing all the way to the bank.
