New information shows that UNRWA (as well as international organizations such as Islamic Relief Worldwide,[1] IHH[2] and Mercy Malaysia,[3] is working in coordination with the Charitable Association For Palestinian Relief – CAPR.

Founded in 2004, the Charitable Association For Palestinian Relief – CAPR (الهيئة الخيرية لإغاثة الشعب الفلسطيني) is a charitable organization affiliated with the Palestinian Islamic Jihad, a designated terrorist entity by the United States, the European Union, the United Kingdom, Japan, Canada, Australia, New Zealand and Israel.[4]

In May 2014, a delegation of the Charitable Association For Palestinian Relief (CAPR) attended the international conference for the liberation of al-Aqsa Mosque that took place in Malaysia. The delegation included: Khalid Abu Samarah, CAPR President, Omar Shalah, Head of CAPR Gaza Office and Hisham Musa, CAPR representative in Malaysia. In his speech at the conference, Khalid Abu Samarah emphasized all Muslims have a (religious) duty to carry out the jihad to liberate al-Aqsa Mosque.[5]

April 27, 2017 – “#CAPR_Damascus. CAPR is preparing for the distribution of towels for special needs [diapers] to our people in Khan al-Sheikh and Qudsaya camp; in cooperation with UNRWA. #CAPR UNRWA for providing 375 towel bags for special needs.”[6]

January 5, 2017 – “#CAPR_ Qudsaya. CAPR continue to carry out the project of rebuilding the most damaged houses that belong toour people in the cities of Qudsaya and al-Hamma and assembling sunshades to provide them a relief from the winter cold. [The project is being carried out] in cooperation with UNRWA. #CAPR”[7]

January 18, 2016  – “After UNRWA provided a new round of financial support for the Palestinian refugees and facilitated the authorization [process] for the receiving the [financial] support, [UNRWA] in cooperation CAPR opened a centre in Karam al-Alali in Qudsaya [rural area of Damascus].[8] #CAPR.” Poster of CAPR on UNRWA’s financial support.[9] CAPR activists were documented facilitating UNRWA’s financial support for beneficiaries.[10]

January 9, 2016 – “The team of “Syria Warm Winter” continues its campaign visiting the refuge centre supervised by UNRWA in Sahnaya and Jarmana camp…”[11] See also reports on January 6, 2016,[12] January 6, 2016[13] and on January 14, 2016.[14]

January 7, 2016 – “On the third day of the ‘Syria Warm Winter’ campaign, we went to provide winter clothes for the refuge centres in Dumar project and Qudsaya neighborhood, as well as at the Haifa school in al-Mazah, which is supervised by UNRWA. We provided to our people 627 clothing packages. We noticed a great joy in them, because of their need for these clothes during the winter. We thank from the heart anyone who puts a bandage on the wounds of the affected people. #International Caravan of Good. #Human_appeal_Ireland. #CAPR. #Syrian Red Crescent. #Al-Quds Society. #International Islamic Relief Organization.”[15]

September 16, 2015 – “UNRWA provides 3,000 school bags to students of the schools at Khan Dannun camp [in southern Syria) Wednesday (9/16). These [school] bags are provided by Al Marhama campaign in cooperation with the Charitable Association For Palestinian Relief.”[16] Activists with the Charitable Association For Palestinian Relief were documented[17] handing out the school bags to the UNRWA students. April 8, 2015 – A health symposium organized by the Charitable Association For Palestinian Relief [CAPR] for students at UNRWA schools in Qudsaya and to [their] parents; to educate them about the the prevention of communicable diseases; and how to maintain personal hygiene. [The event was held] with the participation of administrative staff in schools. #CAPR.”[19]

March 26, 2015 – “#CAPR. On Thursday (26/3), the charity visited students of elementary schools in Qudsaya and in cooperation with UNRWA it provided them with healthy shampoos, vitamin [tablets] and intestinal disinfectant tablets. It was agreed upon with school principals to further cooperate soon with CAPR in the field of development and psychological support. #CAPR.”[20] CAPR activists were documented engaging with the students.[21]

November 30, 2014 – “Vaccination campaign for more than 3300 children carried out by CAPR in cooperation with UNRWA. #CAPR – Qudsaya: The Charitable Association For Palestinian Relief has finished vaccinating 3,300 children in two schools in Qudsaya, Damascus, in cooperation with the Palestinian Relief and Works Agency for Palestine Refugees (UNRWA).”[22]

November 25, 2013 – “CAPR – Qudsaya ‘CAPR Medical Centre’ 25/11/2013. In continuation of the vaccination campaign and in cooperation with UNRWA, the Charitable Association For Palestinian Relief has carried out today a vaccination campaign that included UNRWA schools.”[23]
