Under den senaste veckan, spred UNRWA budskapet att UNRWA har för avsikt att införa en ny läroplan för fred och tolerans i UNRWA:s skolsystem.

Men UNRWA rapporterar att det finns ett utbrett allmänt motstånd till ett sådant initiativ. (1)

Det faktum att UNRWA medger att det finns ett problem i sina skolor utgör ett nyhetsvärde i sig själv.

Men Centrum for Near East Policy Research har kontrollerat alla offentliga och privata källor i UNRWA. Ingen avsiktsförklaring, initiativ eller program finns i UNRWA:s utbldningsdepartement för några som helst förändringar i läroplanen.

UNRWA:s kursplaner i Judéen, Samarien, Jerusalem och Gaza förblir under överinseende av den palestinska myndighetens undervisningsministerium, vilket gör det klart att inga planer är på gång för någon förändring i den palestinska myndighetens utbildningssystem.

Alla tidigare utbildningsministrar i PA har gjort det klart att PA:s undervisningsministerium driver skolor med en enhetlig läroplan för UNRWA, Hamas och den palestinska myndigheten. Den nuvarande läroplanen för krig i palestinska myndigheten som även används av UNRWA talar för sig själv. (2)

Varför sprider då UNRWA budskapet att de har för avsikt att införa en ny läroplan?

Detta gynnar UNRWA:s image att de har en ny amerikansk administration vid rodret. USA betalar faktiskt 33% av UNRWA: s budget, som uppgår till 1,2 miljarder dollar. (4)

UNRWA presenterar amerikanska regeringen med goda intentioner och skyller på den allmänna opinionen, som inte skulle tillåta UNRWA att agera på ett ädelt sätt.

UNRWA har använt denna PR strategi tidigare.

Mellan 2008 och 2010 spred UNRWA nyheten att de skulle införa en utbildning om förintelsen. UNRWA satte igång professionella insamlingar för att öka finansieringen som krävs för att undervisa om förintelsen till nästa generation av palestinska skolbarn.

Sedan beklagade UNRWA 2011 att de inte kunde genomföra utbildningen om förintelsen på grund av ”den allmänna opinionen”.

Centrum for Near East Policy Research kollade upp denna utveckling med Michael Kingsley-Nyinah, dåvarande chef för det verkställande kontoret hos UNRWA i New York, som svarade på vår fråga: ”Jag skriver för att klargöra att det inte finns någon ‘Holocaust läroplan’ som sådan i UNRWA: s skolor och det finns inga planer på att införa en.”(5)

Ändå fick UNRWA beröm av det judiska samfundet på grund av deras ”avsikt” att införa förintelse-läroplanen för nästa generation av palestinska arabiska barn, även om en sådan läroplan aldrig planerades.
